UBA has been started as a movement to connect institutes of higher with villages to address the development of the rural India through appropriate technological intervention. To initiate this process, the first important step was to set up a nucleus in the form of UBA cells in each participating institution. Many of the higher technical institution funded by Central/State Govt. and approved by regulatory bodies have formed UBA cells and nominated coordinators of respective institute to coordinate the UBA activities.
Each UBA cell will develop the necessary mechanism and proper networking among educational institutions, implementation agencies (Panchayati Raj Institutions) and the grass root social originations to enable effective intervention at the field level. Each UBA cell will select suitable cluster of village and effectively participate in holistic development of these clusters, using ecofriendly sustainable technologies, and local resources creating sufficient employment opportunities in the process, harnessing multifarious Govt. Schemes as well as the effort of grass root social organizations.
Each UBA cell in consultation with village community supposed to assist the District Administration in preparing Village Development Plan and District Development Plan including developmental activities to be carried out in the clusters of village panchayat identified by each UBA cell. The role of coordinating institute will be to sensitized District Administration about involvement of expertise of higher learning institutions development planning. The UBA cell in consultation with the concerned District Administration will identify the local credible social/grass root. Organization to assist the UBA cell to perform development activities in the cluster of villages. Most of the professional institutions do not have prior experience mechanism or expertise for meaningful professional in the rural development process.
